What should I do here?

I have a reckless little brother, he's 28 and live couple of states away. He did drugs, got in a lot of trouble with the law and just can't keep a steady job or a relationship. When he was 25, he slept with a 14yo and knocked her up and then disappeared. The little girl never told her parents who got her pregnant so they never reported it.

Now after 3 years, he's calling me up asking for a place to stay and telling me he's a much better person and that he's asking me to help him get back on his feet. Yooo, this dude is really something else
