What Trump did is that he put lots of pressure on that government and never gave them a penny. Ppl in Iran want that even tho it's making their lives worse they counted on him to continue these pressures so it'll be over one way or another

Generals usually aren't terrorists, but war criminals. A key difference being that states are generally held responsible for protecting war criminals.
