90s kids, are you really a true 90s kid?

My half brother and sister grew up in the 90s (my brother was 6 when the 80s ended. My sister was 2.) and they remember some stuff. My brother definitely remembers 1990 because he was 7. My sister doesn’t because she was 3. She remembers 1st grade around 93 I think. They’re in their 30s now. I believe anyone that was born in 1980-1987 are true 90s kids. Anybody born in 1988-1991 wouldn’t remember the early 90s so they aren’t really 90s kids. More of early 2000s kids/teenagers. I’ve watched 90s movies and cartoons. 1989 babies don’t remember 1991. They’re not 90s kids.
