How do you get to know people who never post?

Sometimes I look in the explore people list and see someone whose profile looks interesting but then I see they have no posts and I don't know if its ok to message them. I think probably not because they would post if they want to talk? But then I wonder why they come here at all?

I assume members that do not post, or interact on threads are just here to chat, especially if they have Private Chat listed on their profile.
They could also be here just to read stories, and posts.
Like you, I wonder why some people are even on this site.
