How do you get to know people who never post?

Sometimes I look in the explore people list and see someone whose profile looks interesting but then I see they have no posts and I don't know if its ok to message them. I think probably not because they would post if they want to talk? But then I wonder why they come here at all?

I almost never post. I check people out by their groups and like to get to know them. If we have some groups in common I PM them. I find that nicer and more individual than posting
