They're in a terrible mess, if they defend themselves against people with guns they have good chance of being charged with murder. Recently a lady cop was charged with murder for shooting a guy hopped up on pcp who was reaching into his truck. I can't imagine anyone waiting to see if he's going to shoot them. He was told to keep his hands up.
