Why do fedex office, staples and Office Depot charge so much to scan and send on a printer to an email?

I see you're unfamiliar with the concept of "capitalism."

For the same reason restaurants charge so much for coffee and soft drinks. It’s very easy money for them with minimal effort.

Libraries may be free to you but still have to cover those costs - if "free" directly to the public they are paid via the taxes.
