We would need fewer litter-pickers, not more, if there were not so many litter-louts: selfish oafs who choose to be selfish oafs with too little respect for themselves to have any for their surroundings and other people.

Why should we give up and say " we will always have them"? And it's by no means children, who anyway take after the adults around them even if not consciously so.
What makes such people, of any age, choose to be wilfully anti-social, useless to themselves as well as anyone else?
