There could be loads of people in work if they had more litter pickers. There is no way near enough

Why should we give up and say " we will always have them"? And it's by no means children, who anyway take after the adults around them even if not consciously so.
What makes such people, of any age, choose to be wilfully anti-social, useless to themselves as well as anyone else?
