If your state/country doesnt have a subway train system

A number of cities here have them, but mine doesn't. We have trams which use the same road as cars (like the old trams used to). It doesn't really solve the congestion problem.

It's probably too expensive to build one and the road I work on has been called the busiest bus route in Europe (there's one every 15 or 20 seconds), plus we apparently have the highest number of taxis pro rata, plus the city centre is only two miles in each direction. You can walk anywhere you want to go.
