At night you see the reflection. During the day it's harder to see.
The idea is that they catch more traffic violators because they might fly by if they don't see it's a police vehicle.

@HannahSky what I have always found strange in law enforcement practice is entrapment. They hide their is dark corners then jump on you if you commit a violation even on an empty road. Lol it looks more like they're out there to catch people who are good at hiding their bad behavior. It's morality policing.

@eMortal Not necessarily. If you are driving illegally, you are. If you are commiting a crime, you are. You shouldn't be violating the law. Usually if you find an area where people are reporting lots of speeding, for example, you can bet that you will find police staking out the area sooner or later to slow down the traffic.
