Should it be a suspicious thing if somebody goes to buy a plane or bus ticket without bringing any bags at all?

No, particularly on a bus, and with current baggage charges on airlines it is cheaper to ship baggage ahead to meet you when you arrive. (It probably has a better chance of getting there in one piece too)
