Should it be a suspicious thing if somebody goes to buy a plane or bus ticket without bringing any bags at all?

I think they shoul have their own 'non-luggage' passenger line and then walk through a gauntlet of snapping rottweilers restrained by burly men before they arrive at the ticket desk! That'll teach them!!
