If there was an option to pay a tax to eat out as a public service, do you think private restaurants would go out of business?

Depends on quality. Private places might have to offer superior services at lower costs to compete. Think of UPS, FedEx and the post office. The private would cost much more with less coverage if they didn't have to compete with USPS.

@ViciDraco it would be literally the same product minus paying the business owner the profits they would make if you ate out in their restaurant.
