This is war?

Sometimes it's difficult to add up the news.

Last week Muslim IS wives in refugee camps told the world they would be up to their knees in blood because they will carry on.

This week Mosques in New Zealand are up to their knees in blood.

Is this simply how this type of war works? (not saying it's right or that I agree with war at all generally) Random people creating extremist groups on either side and making terrorist acts while governments struggle to keep order? It seems like a different sort of war, not armies, and it's difficult to understand why otherwise normal people are doing these terrible terrorist acts - on both sides I mean.

That's why it's called the cycle of violence. Though it's important to note that the "governments" are not monolithic entities, but generally are complicit in all sides of the conflict because that's what drives popular opinion, which rules votes - anyone feeling strongly enough to head to the voting booths - and financial interests. The end result is often referred to as "culture war".

It's especially important though to note that the New Zealand terrorist made it clear in their manifesto & online posts that the goal is to hasten civil war in USA, which the right-wingers believe they will win. This is not so much, or at least mainly, about religion or race as it is about destabilizing current world order with hopes of creating a new one. The "us vs. them" narrative of only two sides plays right into that.
