She's 18 and he's 21, she told me she has a crush on him and is trying to get him to like her back.

Stay out of it. It's crazy enough already and there is not much you could really do to stop it. Hopefully, it will fade away by itself. If it's a first cousin, I don't think marriage would be legal. And most affairs don't work out in the long run.
