Turn them into Eunuchs - no penis, no testicles and release them

I did not include the death penalty because I am presuming that these barbarians did not kill their victims - that is a different question for those who murder and it is OUTSIDE the scope of society dealing effectively and being protected from rapists and pedophiles. No death penalty stuff please.

First offence, prison. Too many of these offenders cannot stop their urges. Rehabilitation doesn't work. Castration can make them act out in other ways. They can easily resort to killing to avoid prison and being identified. Too many victims are scarred for life. The rapists are without conscious, they just act. They even rape babies. We can't allow rape to continue , not if we want a society to stand up for the rights of those not strong enough to do it on their own.
