I wouldn't make wearing clothes illegal...they do serve a purpose and therefor are a necessity. I would however make it legal if you choose not to wear them. As long as your nudity is not sexual and lewd in behavior, it would not be against the law to not wear clothing. We'd live in a clothing optional society.
