I think that would be a society in decay.... No infrastructure, no welfare, no basic education... Probably vigilante law enforcement

@Tracos Why wouldn't you have infrastructure? We have toll bridges in the US. We have HOAs in the US. Depending on the people they may or may not support basic education funded by taxpayers. The law would still exist, but there would be fewer things for police to worry about. The legal systems would be based on making victims whole.
