When I meet a girl would it be normal to rub her belly, even if she's not pregnant?

That's different...I rub my wife's belly quite often as a sign of affection. But I don't do it all the time, or in public in front of others. As long as she likes it or doesn't mind, then I see nothing wrong with it.
