The first three have different claims. I'm not personally crazy about Philly - but it probably does too.
Greatest how? Climate, diversity, ease of navigating, there are so many things.
NYC, I guess...it's got everything except climate. And easy navigating. Food, culture, entertainment, business, transportation, literary and musical communities, good colleges, medical centers.
