Why isn't it a law for stupid people to wear a sign?

I met someone today that I believe has the intelligence level just a notch above a mentally challenged person. He came up to me and proudly presented a piece of ham. The asked "is this a tbone"? I'm like really? I don't think his brain is getting quite enough oxygen.
