Is it inappropriate to be chatted up by a member of staff that's supposed to be looking after you before your interview?

So I went to an interview, this guy is an administrative member of staff I think he runs the social media for the place anyways his role that day was to look after the group, make sure we were organised and and oversee that it all went well. Due to there c*ck up I was late. He kindly tried to bring me up to speed of the presentation I missed.

He introduced himself to me in a rather friendly way but very quickly started commenting on my style and generally flirting. Stating he wanted to capture my look and that he is a portrait artist that I have an amazing silhouette (cringe, he was cute but umm WTF!) He just kept coming back asking me about my application and if I was prepared then helped me by getting a internal magazine to read. And a cup of tea. My mum was in the cafeteria so I introduced them, as a sort of 'back off' thing.
But he was very attentive saying my name about a million times to the other members of staff to remember not to forget that I hadn't been shown around.
He later couldn't help but give me his instagram and of course his "work" one. Because apparently "whilst he was travelling he basically got to stay in rooms for a free by exchanging things, so we can exchange portraits for prints or whatever I need!"... ick!
