How come people don't say exactly how they feel?

Why dont people say " i dont want to hang out/ be friends" instead of giving excuse after excuse or being flaky? Why cant a mate just say they dont want to be with you instead of lying that they arent cheating etc...

Nobody really ever says exactly how they feel. I get the whole shady cheating part but as far as everyday circumstances, I do keep a filter because I’d rather not get into fights and altercations daily. If I don’t like a co worker for example I’m not gonna go straight up to him and say “ you’re a douchebag you fucking idiot” . I’d rather just be cordial and move along
