How come people don't say exactly how they feel?

Why dont people say " i dont want to hang out/ be friends" instead of giving excuse after excuse or being flaky? Why cant a mate just say they dont want to be with you instead of lying that they arent cheating etc...

because I don't want to be an asshole. It doesn't matter how nice you are about it, people will take things like that to heart. I don't want to make people feel bad.
