That depends on where you live. People who live in big cities have to pay such exorbitant rent that they need to share an apartment with 4-5 people if they are making minimum wage, whereas people in the country may be able to find an apartment for 1/4 of that cost and swing it themselves on minimum wage. The trouble is, they might not be able to find a job. At 35K a year (16.95 per hr) people can just afford to do make it in a city if they don't own a car and are really careful.

the lowest paid workers will never have enough to live on because the people on higher wages will always maintain the differential which just causes costs to escalate.
