Can hackers listen in on your phone conversations? Can they view your activity on your devices unbeknownst to you?

There was a scandal involving laptops being loaned to students to bring home and the school administrators were spying on them in their own homes, that was a few years ago and it was discovered because something got said to a student about something going on in the home and the only way they knew it was that they were spying on them.
