Is it possible for hackers to turn on your PC, cell phone, laptop, Ipad, when it is turned off?
Can hackers listen in on your phone conversations? Can they view your activity on your devices unbeknownst to you?

No, if the computer or other device is turned off then it can't be turned on remotely. Don't confuse a device being turned off with a device that is in sleep mode or standby mode, these devices are actually still on. If the device is powered down and the electronics are not active then it can't be turned on remotely by a hacker.
