Is it possible for hackers to turn on your PC, cell phone, laptop, Ipad, when it is turned off?

Can hackers listen in on your phone conversations? Can they view your activity on your devices unbeknownst to you?

As I understand, a hacker can't really do so much if the electronic is off, unplugged, or both.
