It's a socio-psychological "problem". In hunter societies it was very beneficial to be equipped with some of the capabilities of those who have ADHD.
Problem is between "" because many prefer to see it and approach it as a variation not illness. I think each case is different and unless it's interfering in daily life functionality , preventing the person from independency I don't see it as an illness.
