Is human nature designed to prevent us from progressing beyond our capabilities?

It seems we have built-in speed bumps to prevent us from extending beyond certain capabilities. For example, on an individual level we might be (super) shy which blocks us from becoming too socially active. Likewise, as a human race, we subject ourselves to death and destruction at regular intervals which prevents us from advancing civilization beyond a certain point by keeping us distracted by killing each other. Is this dynamic some form of divine intervention?

I don't know if I would say divine intervention, but maybe just allowing free will to take its toll. People are always going to have different characteristics and the way that they play out with the characteristics of others, and that comparison is sometimes what we see as our limits sometimes. That's just in my opinion though.
