It seems to me that fundamentally no government can preemptively launch a nuke without a huge outcry from it's citizens, except North Korea or a

middle eastern country, is that right?

Given that such an action would provoke a global retaliation, there'll be outcry alright, even from NK and the middle east. The moment someone is willing to use preemptive nuclear strikes, is the moment the other nuclear powers can't risk letting them continue to exist.

you gotta cut North Korea's citizens some slack though, given what their government's like

I dunno. I'm sure there's people who hate the government, but their system is so oppressive there are a lot of diehard brainwashed disciples there... I read one report that you can get shot there for not applauding enthusiastically enough at Kim Jong, and indicating you dont believe he's a God. It's 1984 land there.

@plungesponge I just remember my husband telling me about how his grandparents cried when Stalin died. Everyone believed that stuff because they had no other source of information and at least one of them refused to believe Khrushchev to her dying day. I imagine it's the same in NK, nobody knows anything except what the government tells them and there certainly wouldn't be an outcry, except maybe in the torture rooms.

I think it's probably worse than 1984 there, they've got better technology.

Don't think India or Pakistan has settled their whole Kashmir dispute yet either so they may still be in the mix.
is there time to ask permission?
