People not from the U.S. or Canada but in a country with speed limits: to what extent do most people obey them?

In America, the conventional wisdom seems to be that you go 5 mph over the speed limit, like on purpose, when possible. How does that compare with other countries?

If you can drive in India, you can drive anywhere in the world. Speed limits are only for namesake, people act like it's an F1 race
