Because when you create rain clouds using rain dust, it effectively takes the moisture in the air from somewhere upwind and then it fucks up the ecosystem there-

The only time that "cloud seeding" actually works is if a forest fire is NOT sitting underneath a could formation that's otherwise capable of producing significant rain.
