He claims he is running because Bident can't win. Dean Phillips can't (and won't) win. So, his entire reason for running is flimsy. Biden will most likely win and Dean Phillips is just throwing in a speed bump for the instant ego gratification. I suspect if Cry-Baby-trump asked him to be his VP, he would do it... for the attention.
