In the Fallout universe who are the most evil faction who aren't inherently evil?

This excludes The Enclave as they are literally Fallout's version of The Nazis

But expanding on the question...which faction is the most evil without actively trying to be evil (That's why The Enclave aren't included, because they are literally Nazis)

Evil is a point of view, I dont believe any of them thought they were doing evil. I mean even Caesar and his lot thought they were a decent lot. Ahhhh! I loved Caesar's lot. sit on a nice hill somewhere with that fellow in the beret and pick the buggers off.

Eh, I should've bundled Caesar's Legion in with The Enclave...as all they do is rape settlers and eachother.

Probably the dogs as well...anyway.

I'm saying more like not what they thought, like what they ended up being, like the BoS isn't evil...but they certainly aren't good, especially in Fallout 4...stuff like that...
man folks that do"evil" believe they are doing good..

Hahaha! Yeah I always felt a rhitious sense of justice killing the Legion, I also enjoyed killing the Fiends too, they were abit of fun. My old buddy Cook Cook!

Yeah the brotherhood are a funny lot, they have the potential to do such good but they get all eletist and cunty and go on and on about taking all the technology for themselves.

I think the minutemen in F4 are a pack of fanatics and may end up doing more harm than good. I sided with the Brotherhood in F4 because I believed that perhaps a way could have been made to join those minuteman idiots with the brotherhood and so create some form of unity, while siding with the minutemen could have led to war unending. They may have blown the brotherhood out of the sky and then what, they'd have been at war with a technologically superior enemy and while they may have won in the long run, the war would have been long, bloody and terrible, much like the Vietnam war was. Not to mention that in the end the minutemen are fanatics, they care only about themselves and the 'Commonwealth' and in my mind such folk have little care for outsiders and as time went on I could see them becoming a dangerous and uncompromising bunch. In time the Brotherhood would come to rule the north and I believe the NCR would come to rule the south, and then you'll have this small, angry little independent states FILLED with small minded militia groups all going on about 'Freedom and liberty' while killing anyone that looks at them sideways.

so I suppose my answer is those idiotic minutemen. Pack of wankers.

@Allelse: I think you mean't "Railroad" when you said Minutemen

The Railroad are the fanatics whereas the Minutemen are simply a volunteer militia.

Hah! No I dont mean the railroad, I mean the Minutemen, the militia. The Railroad are more like a strange little cult living underground, but those Minutemen, those small, barmy little 'volunteer' militia groups. I'd keep my eye on them with all their rubbish about 'Liberty and Freedom'. Bunch of fanatics. They're the type that recruit child soldiers and go roaring around the countryside killing anyone they think isn't supporting the 'Cause'. Oh they might be all friendly and helpful now but give it some time. give it some time...
