Interesting question actually. Almost everyone would say 1st world would be better, but I wonder if it’s always the case for homeless people.

@assemblingaknob strangely enough, it may end up being poorer countries, since there’s a clear tendency for 1st world places to get very cold in some seasons. If famously kills a lot of homeless every winter

I would choose province over capital or very big cities. It depends too... homeless in your own country where you also speak the local language sounds easier than another country

1st world. I know how to get some resources then. In a 3rd world country, I don't have the first clue.

I have never been truly homeless but I've experience homelessness in occasions. Churches, school yards, play gardens and the last roof in case a building is left open for the night ...or even a coffee shop that leaves their chairs out.. but these work short term. Camping is a little easier
