A landlord wrote this to my friend

Sounds like the landlord is trying to micromanage his organizational and housekeeping and his personal hygiene. I’ve never heard of a landlord doing this. The last lease I signed was the most picky of any. No color of curtains besides white to any window facing a street…no flags or bottles in the window, no storing gasoline in the apartment…that type of thing. Nothing said about housekeeping and personal hygiene. The tenants who were receiving Section 8 Housing had to allow an inspection by the Section 8 people of their apartment every 3 months and they can be picky, like having to have a closed trash can in the kitchen, no aluminum foil on the burner trays of the cookstove, etc.

definitely setting a tone of looking down on the tenant.

Uh… and how the hell does the landlord plan to monitor and enforce all that?
