Some guy is whistling like a bird from the window of the opposite building to attract my attention

He is good at it, admittedly.
It is 4 a.m. Everyone is asleep.
Should I bark like a dog?
He whistles then says "hey" as low as possible then stops. Then does it again. And also is waving whenever I look out. I am guessing he lives with his parents.
