Context is everything.
One expects to be seen in underwear by a select few unless you are an underwear model.

edit: swim suits are generally thicker material too.

Also seeing - one expects to see bikini swimwear in public.
Underwear one doesn’t.
Forbidden fruit?
Voyeurism?

As far as how much skin and body it reveals, sure… but it’s more than just that. It’s a mental thing but it’s what it signifies. Kind of like BDSM apparel is often even more concealing but it signifies sex. When I take off my dress it reveals my more revealing intimate clothing and signifies something… When I’m in a bikini it doesn’t signify the same thing. In fact it doesn’t necessarily signify any kind of intimacy or sexual innuendos at all. I could be at a water park or the beach or whatever. I may be being viewed by guys the same way in either instance but it definitely feels different.
I have never worn a bikini... I wasn't allowed to. So my reaction would probably be the second one in both scenarios.

Given that a lot of underwear has little windows of netting on the front these days it's not hard to understand why girls can be self conscious about being seen in their underwear.

I have a feeling that men might be the same if they knew that everything on the front of their hips was covered by just a scrap of lace.

What this meme illustrates is underwear that clearly covers more. And not lacy or sheer.
And not what happens when wet.
Those are clearly all a different story.

And I agree - the reaction seems natural due to context - not amount of exposure..
Which is just interesting. That’s all.
@Flipper111 In context of the example you provided, the underwear does look like it covers more skin than the bikini. The cup of the bra comes further up her breast than the bikini top does on the other girl and her hips are covered by her knickers, too.

Generally speaking, you tend to expect to be seen wearing a bikini where your underwear is generally thought to be more intimate. Unless your house is on fire or you're running for fear of your life, only people you are in an intimate relationship with should see you dressed like that.

I kind of think that it would be the same for men, too... he would be more embarrassed to be seen in his boxers than he would be if he was wearing his trunks.

@HootyTheNightOwl yea it is the same for most men..for same reason I guess.
Plus added reason that most men’s underwear tends to be less aesthetic than swimmers LOL

Also on the eye of the beholder..
I have on occasion been on the beach in underwear when they’re unplanned.
Have seen others do same.
And one gets more looks , sometimes of disapproval.
Oh well.
And i admit when seeing a woman in lace bra and panties (opaque and no smaller than bikini) on the beach once - it definitely drew the eye more..presumably as something out of context and more intimate, indeed.

Human nature is interesting.

@Madgirl I agree getting embarrassed on unsightly or clashing undies.
But hers match.
And I think we all know it to be true quite often.
Shy to be seen even in matching set that cover more than bikini.

But if matching you wouldn’t cover?
Or even go out like that on beach to sunbathe if you forgot swimwear?
(Of course given where you live and some of your posts, you are likely more relaxed than most with body exposure. )
“ delicates” aka underwear never meant to be seen. Bikinis and swimwear were.
