She sees you as an easy target and is taking advantage of that.
As long as you keep giving her money, nothing will change.
My advice is to cease "loaning" her money and ask for the money she owes you.
If she refuses to give your money back, then tell her not to ask for any more money.
You might have to give up on expecting your money back. Sometimes that is the price to be paid.
You can still remain friends, with the stipulation, "Do not ask for any more money"
Hopefully this lady is not your only friend, because this could cause you both to part company.
