How do we become "FRIENDS" on SW vs "follower"???

I think I am missing a step in making "friends" with those who are "following" me that I like..

@OldMan70 For what it's worth, my "Friends" list is populated by people who I follow who also follow me. I've never added "Friends." All I've done is follow and be followed. I don't understand why mutual following doesn't populate your "Friends" list.
