Is It normal for a 50 year old man
To be hanging out and drink with 19-23yr olds ?

Tell me it's not normal !? And why would they do it ?

Im not sure what your definition of normal is but it sounds like he consciously or subconsciously is looking to be around people whom display the same level of maturity he wants to display
