Ive never heard Americans do that. But both Aussies and Kiwis do, although the Kiwi one always has a terminal rise as if its a question , like "eh?" even when it isnt

Safe to assume they are Canadian.

There's small pockets and belts of the Northern US it's just as prevelant. Especially around the Great Lakes region.
