How can this be a Non-Dairy Creamer if it contains milk?

I just looked it up. They call it non-dairy because although it is made from milk, it is a milk derivative which contains no lactose.

That still seems bizarre to me, but there it is!

What about butter and cheese? Are they milk derivatives too? And, therefore, non-dairy?

@helenS I certainly think of them as dairy.

I think a milk derivative is a chemical extracted from milk. From what I found in my brief and very non thorough research, such a product can call itself non-dairy but must be labeled as containing milk.
