State Fairs and other kinds of exhibitions give out blue ribbons as first prizes. They are a symbol of excellence. If you walk around such a fair, you see blue ribbons attached to pies, jams, cages holding pet rabbits, all of which have won first prize in their respective categories.

But blue ribbons are a lot more general than the one particular ribbon that was won by one particular beer company in one particular competition.
I happen to be familiar with this brand of ice cream. The company that owns it is Blue Bunny. It is based in Iowa, and Blue Bunny ice cream is popular in the US Midwest. It has a pretty high fat content. Blue Ribbon is a lower-fat version by the same company. So the name makes sense -- it is both a reference to the Blue Bunny brand and a name that suggests high quality.
(I love Blue Bunny, but I am not impressed by Blue Ribbon.)
