What does it mean when you've eaten but are still hungry?

I've been feeling this way for about 2 days.
Can't recall what I ate yesterday, but today I had

6am Pumpkin/oatmeal pancake that I made.
6.30am ,hungry again so ate a small bowl of oatmeal with a spoon full of peanut butter.

8am-10am I snacked on dry Cheerios and green grapes.

11.30am quinoa, black bean, sweet potato, beef bowl

Afterwards I had more of the dry Cheerios.
I had a oatmeal peanut snack thingy, which has 17 grams of whole grain.

Had a side salad at 3pm.

It's 4 pm and I'm hungry.

It's like each time I eat, I'm feeling full, but minutes later I'm hungry again.

I've drank nearly 2 liters of water 🥴🤷‍♀️😩

Stop eating all carbs, or eliminate as many as you can , ditto for sugar.

Eat clean proteins and good fats (this should be the mainstay of your diet)
Also, eat fresh veggies, fruits and berries. Zero processed foods.

This is the way to have stable energy and you should, hopefully feel 'full' ... When I eat carbs i.e. pizza, it's like I can eat the entire dang thing and still in a bit, I will feel hungry.

( I can't link you to the scientific articles now, but there are many.)
