Why do Usa still take loan from World Bank when it has large debt already ?

They are always paying the Emi ,
and will pay it still after 100 years , especially when they plan to take more loans from the World bank .


If a common person take some loan , he has to repay it in 2 years or 20 years or 30 ,
but countries never try to reduce their debts , but take as much more loan as possible , and keep paying Emi continuously as well .
