1984–1989: Michael Jordan requested an increased inseam (longer shorts) on his Bulls uniforms to be more comfortable and to have something to hold onto while resting.
1989–1993: Michigan’s Wolverines (Fab Five) team cemented the trend, wearing visibly longer, baggier, and looser shorts that extended to or below the knee.
1990s: The trend spread across the NBA rapidly, moving away from "short-shorts" commonly worn by previous stars.

It depends on the man wearing them. If he's fit, then it could be hot. Probably not a good idea for most men, though.
