Should old dudes comment when we can unintentionally see naughty gurl parts?

The 22 yo girl who has worked for me for 5 years came into work this morning wearing summer gear. It's in the 70's for the first time this year, and from my office seat I can see that she doesn't like underwear. Say... or nay?

Is she sitting in the sunlight so you can see that she is bare or is her dress so short that she is exposed...either way inappropriate dress. Have an older woman speak to her in private.
