Almost everything a woman can wear (except a burka or a death shroud) can be of course construed as suggestive by some people. But usually the woman isn't dressing for disapproval by puritanical prudes, rather to feel good about herself and to be seen and feel comfortable in whatever she's chosen.
Females are not Males! So there's obvious differences that are generally always noticeable by others. Accentuating those differences, or not, is her choice and gratefully, politely noticing and appreciating should be the response
